Requires private prisons to maintain financial responsibility of not less than $10 million through depositing funds, insurance policies, surety bonds, or certified financial statements showing net worth over $15 million.

Establishes restrictions on housing out-of-state and federal prisoners, including prohibition on housing prisoners with certain criminal histories (escape, rioting, assaults on officers, sexual offenses, Class 1-2 felonies) or infectious diseases, and requires 48-hour advance notice of prisoner transfers.

Requires security officers to be at least 21 years old with no felony or domestic violence convictions, and imposes civil penalties of $100 per day per inmate for non-compliance with prisoner notification and reporting requirements.
