Allows non-resident petition circulators to circulate nomination petitions and initiative/referendum petitions if they register with the secretary of state and meet voter eligibility requirements.

Eliminates requirement to send list of presidential preference election candidates to absent uniformed services and overseas voters by repealing section 16-543.01.

Expands permanent early voting list to allow voters to receive ballots for federal office elections through the next two regularly scheduled general elections unless voter specifies a different period.

Permits corporations and labor organizations to contribute to independent expenditure committees, and allows candidates to collect petition signatures and contributions after designating an exploratory committee.

Clarifies standards for electioneering restrictions at polling places by defining "electioneering" and "electioneering materials" to mean express support or opposition to candidates, ballot questions, or political parties appearing on that election's ballot.
