Removes the position of "assistant director" from agricultural marketing order statutes and transfers authority to the "director" of the department.

Adds food safety standards as an authorized provision in marketing orders and agreements.

Establishes a new section allowing property of terminated marketing commissions or committees to transfer to the department for reuse or disposal.

Modifies marketing agreement procedures to require public meetings if agreements continue for a fourth term, and allows deemed approval of amendments if signatories fail to vote within 30 days.

Exempts rules made by marketing commissions or committees from the state administrative procedure act rulemaking requirements, but requires 15 days' advance notice and public testimony opportunities.
