Establishes state agency fee commission with 12 members (6 appointed by governor, 3 from senate, 3 from house, plus governor's budget director) to review state agency fees at least once every five years and submit annual reports beginning December 31, 2011.

Removes law enforcement and boating safety fund administration from the Arizona state parks board, transferring duties to the state treasurer who shall distribute monthly monies to eligible counties using an allocation formula determined by the Arizona outdoor recreation coordinating commission.

Changes allocation criteria for boating safety funds to include annual input from county boards of supervisors and boat accident data, requiring counties to have had existing boating safety programs before July 1, 1990 to be eligible.

Increases racing and boxing fee revenue caps from $1,042,000 to $1,442,000 in fiscal year 2011-2012 and from $2,062,000 to $2,562,000 in fiscal year 2012-2013.

Appropriates $400,000 from the racing regulation fund to the department of racing in fiscal year 2011-2012, with $1,000 transferred to the state lake improvement fund.
