Adds the director of the department of gaming as an ex officio member of the Arizona Commission of Indian Affairs.

Increases appointed commission members from nine to eleven, including four at-large members (one must represent a nonprofit organization) and seven members from Indian tribes.

Allows tribes or tribal councils to request removal of members they previously nominated, and specifies all members serve at the pleasure of the governor.

Clarifies that ex officio members may not vote and establishes that a majority of appointed members constitutes a quorum.

Removes the $15,000 annual spending cap on monies from the Arizona Indian town hall fund, allowing the commission to use collected fees to defray administrative costs without legislative appropriation limits.
