Amends Arizona Revised Statutes section 28-6705 regarding county maintenance of public roads and streets.

Allows board of supervisors to spend public funds maintaining public roads laid out and constructed before June 13, 1975, without requiring compliance with standard engineering road specifications.

Permits maintenance of roads designated as primitive roads pursuant to section 28-6706, subsection D, even if not constructed in accordance with specified standards.

Maintains existing authority for boards of supervisors to add rock products, gravel, and processed materials to road bases, and to use petroleum or non-petroleum based products on unpaved roads and shoulders.

Takes effect September 30, 2011.
