Amends Arizona Revised Statutes section 49-286 regarding mitigation of nonhazardous releases that affect drinking water sources.

Changes the reference date from "the effective date of this chapter" to the specific date of "August 13, 1986" for when nonhazardous substances must have been disposed to trigger director authority.

Corrects the spelling of "non-hazardous" to "nonhazardous" throughout the statute.

Preserves the director's authority to order responsible parties to implement mitigation measures such as providing alternative water supplies, mixing/blending water, or treatment before consumption.

Makes mitigation orders enforceable under existing Arizona statutes (sections 49-261 and 49-264).
