Amends Arizona Revised Statutes Section 37-257 regarding applications for sale of state land interests in dry riverbeds.

Changes grammatical language from "have paid" to "has paid" to match singular subject "person" in subsection A.

Replaces archaic or informal phrasing with standard terminology: "upon" becomes "on," "which" becomes "that," and "through" is removed in favor of listing statute sections separately.

Maintains the substantive requirements that applicants must hold title for 10+ years, pay all property taxes, and satisfy the state land commissioner that the state's interests will not be prejudiced by the sale.
