Amends Arizona Revised Statutes section 45-103 regarding the scope of authority and responsibility of the Department of Water Resources and its director.

Transfers authority, powers, duties and responsibilities of the Arizona Water Commission and State Water Engineer to the Department of Water Resources relating to surface water, groundwater, and dams and reservoirs.

Makes a technical correction to the language describing the director's control and supervision of surface water appropriation and distribution by removing redundant phrasing.
