Amends Arizona law to require agendas be available to all attendees at condominium and planned community association board and member meetings held after declarant control ends.

Allows board meetings to adjourn into closed sessions only after a public vote and announcement of the reason, with closed sessions permitted without open session if proper notice is given.

Permits emergency board meetings to address urgent business that cannot wait until the next regular meeting, with minutes stating the necessity and to be approved at the next scheduled meeting.

Prohibits board decisions by telephone or electronic communication (email, chat, etc.) except emergency actions per statute 10-3821, though speakerphone conferences are allowed if all participants can hear speakers.

Allows meetings to be recorded by video, audio, or other means if participants are notified and there is no interference with meeting conduct, and adds closed session option for discussing member appeals of violations unless the affected member requests an open meeting.
