Repeals the one-year lobbying moratorium that prohibited former state legislators from lobbying the legislature for compensation within one year after leaving office.

Retains the prohibition on contingent compensation arrangements where payment for promoting or opposing legislation is contingent on the passage, defeat, approval, or veto of that legislation.

Retains the prohibition on improperly seeking to influence legislative votes through communication with a member's employer.
