Amends Arizona Revised Statutes Section 15-948 to modify procedures for school districts to increase revenue control limits based on student population growth during the current year.

Allows school districts to calculate eligibility for revenue increases after the first 100 or 200 days of the school year by comparing current year student count to actual average daily membership through that point.

Permits governing boards to revise budgets and submit electronically to the superintendent of public instruction before May 15 to implement approved revenue increases, with revised budgets due by May 18.

Requires school districts that elect to increase revenue control limits based on current year growth to adjust their revenue control limits in each subsequent year to reflect the actual student count achieved in the current year.

Ensures school districts receive no less state aid than they would have received without using this provision for growth adjustments.
