Amends Arizona school finance law regarding joint technical education districts (JTEDs) and establishes funding weights for Group B educational programs.

Modifies the base support level calculation to include a career and technical education (CTE) support level weight of 1.530 with a cap on total state cost of $74 million.

Clarifies that joint technical education districts have zero weighted student count for base calculations and establishes that school districts cannot count students already included in JTED career and technical education counts.

Repeals section 15-943.02 and related conflicting provisions while consolidating funding formulas for average daily membership and attendance calculations.

Adjusts various provisions related to student counting, attendance reporting, and revenue control limits for school districts participating in or operating JTEDs.
