Amends Section 12-213, Arizona Revised Statutes, regarding court commissioners in counties with three or more superior court judges.

Changes pronouns in subsection A from "their" to "the person's" or "the person's or entity's" regarding deprivation of custody, counsel, liberty, property, or injunctive relief.

Modifies commissioner qualification requirements in subsection B by changing from "duly licensed member of the state bar of Arizona with three years of active general law practice" to "admitted to the practice of law in and a resident of this state for five years."

Maintains that commissioners serve at the pleasure of the presiding judge and receive annual salary not to exceed 90 percent of a superior court judge's salary, paid as a county charge.
