Amends Arizona Revised Statutes § 21-411 to allow presiding judges to employ electronic recording systems as an alternative to court reporters for recording grand jury proceedings (excluding deliberations).

Requires transcription of reporter's notes or electronic recordings upon request by the state or defendant when an indictment is returned, with the transcript filed with the clerk of the superior court.

Permits courts to deny transcript access to defendants only upon a showing of extraordinary circumstances by a prosecuting officer.

Requires reporter's notes or electronic recordings that are not transcribed to be impounded and filed with the court clerk, with transcription only upon order of the presiding judge.

Extends the oath of confidentiality requirement to persons operating electronic recording systems, requiring them to not disclose testimony or witness names except to the county attorney or prosecuting officer or when testifying in court.
