Replaces terminology "penalty assessment" with "surcharge" throughout Arizona Revised Statutes sections governing court-imposed fees on criminal offenses and civil traffic violations.

Adds new subsection requiring surcharges imposed under sections 12-116.01 and 12-116.02 to apply only to base fines, civil penalties, or forfeitures and not to any other surcharge imposed.

Modifies allocation formulas in section 41-2421 to distribute seven percent surcharge revenues (from section 12-116.01, subsection B) to state and county prosecutors, indigent defense, courts, law enforcement crime labs, and municipal courts.

Updates section 28-710 to clarify that surcharges and additional assessments for highway work zone speeding violations are calculated proportionally with base civil penalties.

Maintains existing probation assessment of $20 and requires courts to deposit collected monies in the judicial collection enhancement fund for probation officer salaries and related support services.
