Amends Arizona Revised Statutes Section 38-1104 to expand the definition of "law enforcement officer" to include probation officers and surveillance officers employed by the state or political subdivisions.

Establishes that law enforcement officers cannot be subject to disciplinary action except for "just cause," which requires: notification of possible discipline through agency materials, conduct related to professional standards and agency operations, preponderance of evidence supporting the discipline, and discipline proportionate to offense severity and service record.

Exempts officers during their initial probationary period and dismissals for administrative purposes (such as reduction in force) from the "just cause" requirement.

Allows existing collective bargaining agreements between employers and law enforcement representative associations to supersede or modify these provisions.

Defines "law enforcement officer" to include certified peace officers, correction and detention officers (excluding juvenile detention), deputy sheriffs, city/town police officers, and probation or surveillance officers employed by the state or political subdivisions.
