Amends Arizona Revised Statutes Section 23-1411 to clarify that public safety employees have the right to join employee associations and present proposals to government bodies, but removes language about wage and benefit negotiations.

Adds new Article 7 to Title 23, Chapter 8 of Arizona Revised Statutes, establishing that the state or any political subdivision cannot negotiate with labor organizations or employee associations representing public employees concerning wages, hours of work, employee benefits, or other financial issues.

Defines "public safety employee" to include probation officers and surveillance officers employed by the state or any political subdivision.
