Amends Arizona Revised Statutes Section 28-3323 to prohibit the Arizona Department of Transportation from considering civil traffic violations detected by photo enforcement systems when determining whether to suspend or revoke a person's driver license.

Allows courts to transmit abstracts of photo enforcement violations to the department only for commercial driver license holders.

Applies to photo enforcement systems as defined in Section 28-1201, replacing the previous reference to systems established under Section 41-1722.

Prevents non-commercial drivers from facing license suspension or revocation solely based on photo enforcement violations, though the violations may still result in civil penalties.
