Prohibits state and local public funds, tax monies, and federal funds passing through state treasury from being expended for abortion services, except when necessary to save the woman's life or avert substantial irreversible impairment of a major bodily function.

Prohibits use of public monies, tuition, and fees from state universities and community colleges for training to perform abortions.

Adds requirement that qualifying charitable organizations receiving tax credits under section 43-1088 must certify they do not provide, pay for, promote, provide coverage of, or provide referrals for abortions, and do not financially support any entity that does so.

Excludes any organization that provides, pays for, promotes, provides coverage of, or provides referrals for abortions from qualifying as a charitable organization eligible for the tax credit program.

Amendment to section 43-1088 becomes effective December 31, 2011.
