Requires school district governing boards to prescribe and enforce policies and procedures for health and safety of pupils participating in interscholastic athletic activities, including provision of water and guidelines on concussions and head injuries.

Mandates that any pupil suspected of sustaining a concussion or head injury during practice, games, or interscholastic athletic activities be immediately removed from participation until evaluated and cleared in writing by a licensed health care provider trained in concussion and head injury management.

Provides immunity from civil liability for licensed health care providers who are volunteers and provide written clearance for athletic participation based on good faith implementation of these requirements, except in cases of gross negligence or wanton or willful neglect.

Requires school districts to provide guidelines, information, and forms to inform and educate coaches, pupils, and parents about the dangers of concussions and head injuries and the risks of continued participation after such injuries.
