Allows charter schools beginning in the 2011-2012 school year to revise their student count at any time before the first 100 or 200 days in session, rather than being locked into an initial count.

Requires school districts to use an estimated base student count initially each year based on the previous year's final count, actual registration, and anticipated enrollment changes.

Directs school districts to report their estimated base student count to the Department of Education, which uses it to calculate per pupil funding for the district.

Requires school districts to revise their student count to actual average daily membership after the first 100 or 200 days in session and to finalize all revisions to student count and budget by May 15.

Authorizes the state board of education to require periodic enrollment and attendance reports before the 100th or 200th day in session and permits the Department of Education to revise state aid computations based on those reports.
