Requires employees and volunteers of the Arizona Game and Fish Department who have contact with children or vulnerable adults to obtain a valid fingerprint clearance card or provide documentation of their application for one.

Amends wildlife violation penalties by clarifying that persons assessed civil damages for unlawful wildlife taking cannot apply for or obtain hunting licenses during pending damage actions, collection efforts, or before full payment of damages.

Adds section 17-215 to the list of statutes requiring fingerprint background checks under the fingerprinting division's duties.

Exempts the Arizona Game and Fish Commission from standard rule-making procedures for one year to adopt emergency rules modifying regulations on lawful methods of taking wildlife and watercraft motor restrictions.

Declares the act an emergency measure effective immediately upon enactment.
