Creates a new statute (A.R.S. § 13-3423) prohibiting the sale, dispensing, distribution, furnishing, administering or giving of salvia divinorum to persons under 21 years of age.

Establishes an affirmative defense if the defendant reasonably relied on fraudulent proof of age presented by the person under 21.

Classifies violation of the prohibition as a class 2 misdemeanor.

Defines "salvia divinorum" to include the herb salvia divinorum, salvinorin A, Divinorin A, or any substance or material containing these compounds.
