Establishes employee organizational rights for employees of the Department of Juvenile Corrections, Department of Public Safety, and State Department of Corrections.

Employees may form and join employee organizations; organizations elected by majority vote shall be recognized by the department for meet-and-confer negotiations on hours and conditions of employment (excluding wages).

Prohibits department employees and organizations from engaging in sickouts, work slowdowns, strikes, or other actions that disrupt service delivery.

Requires a neutral third party to conduct elections within 60 days once an employee group demonstrates 30% membership support, with voting held at work facilities for at least 10 hours daily over up to 3 days.

Agreements reached through meet-and-confer or mediation processes must be submitted to the governor, who may accept, reject, or modify agreements; all agreements are binding once the governor makes a final decision.
