Creates new statute 14-5304.01 establishing court procedures for suspending or retaining a ward's driver license privilege upon appointment of a guardian, with provisions allowing reinstatement based on medical evidence of safe driving ability.

Amends 14-5312.01 to change language from "currently" to "likely to be" in need of inpatient mental health care, establishing a forward-looking standard for guardian authority to consent to psychiatric treatment and placement in behavioral health facilities.

Modifies 36-540 to allow courts to appoint emergency temporary guardians or conservators for up to 30 days in court-ordered treatment proceedings when reasonable cause exists that the patient is incapacitated, replacing the previous mandatory guardianship appointment requirement.

Amends 36-509 and 36-540 to update confidentiality and disclosure provisions related to guardianship proceedings and mental health treatment coordination between court-ordered treatment agencies and appointed guardians.
