AZ HB2405

Adds "human smuggling organization" to Arizona's criminal code definitions, meaning an ongoing formal or informal association of persons engaged in smuggling human beings.

Creates new felony offense for "participating in a human smuggling organization" (Class 2 felony) involving organizing, managing, directing, supervising, financing, or promoting the criminal objectives of such organizations.

Creates new felony offense for "assisting a human smuggling organization" (Class 3 felony) by committing any felony offense at the direction of or in association with a human smuggling organization.

Requires sentence enhancements of 3 additional years for Class 4-6 felonies or 5 additional years for Class 2-3 felonies when any felony is committed with intent to promote a human smuggling organization engaged in human trafficking or smuggling.

Eliminates eligibility for sentence suspension, probation, pardon, or early release for persons convicted of felonies committed to further human smuggling organizations (except as specified in existing statute sections).
