Amends Arizona Revised Statutes sections 13-4406 and 13-4412 relating to victims' rights and notification procedures.

Requires law enforcement or the prosecutor's office to notify victims of the date, time, and place of an accused's initial appearance, with exception when accused appears via summons or writ of habeas corpus.

Mandates sheriffs and municipal jailers notify victims and the prosecutor's office when an accused is released from custody upon request.

Requires custodial agencies to immediately notify victims and the prosecutor's office when an incarcerated person escapes and again when that person is subsequently rearrested for criminal offenses against the victim.
