Amends Arizona Revised Statutes section 15-704 to require school districts and charter schools providing instruction in kindergarten through grade 8 to provide at least one highly qualified research-based systematic phonics instruction coach at each school beginning in fiscal year 2011-2012.

Directs the state board of education to develop statewide standards for what qualifies as a highly qualified research-based systematic phonics instruction coach.

School districts and charter schools are responsible for funding the costs of providing these reading coaches.

Maintains existing requirements for reading curriculum evaluation, scientifically-based reading instruction, reading assessments, and intensive intervention for students not meeting grade 3 reading standards.
