Requires teachers providing instruction in kindergarten through grade 3 to obtain a literacy instruction endorsement by July 1, 2015, contingent on appropriation of state funds or receipt of federal funds, donations, or grants.

Mandates completion of minimum 45 classroom hours or 3 college-level credit hours of training in research-based systematic phonics instruction as a requirement for all common school instruction certificates.

Directs the state board of education to select one or more approved online course providers to deliver literacy instruction endorsement training at no cost to teachers.

Authorizes distribution of $250 to each teacher who obtains a literacy instruction endorsement, if sufficient monies are appropriated or available for this purpose.
