Establishes a large electronics recycling program requiring manufacturers of covered electronic devices (computer monitors, desktop/portable computers, and televisions with viewable screens greater than 4 inches) to register annually with the Department of Environmental Quality and submit collection and recycling plans.

Prohibits manufacturers and retailers from selling covered electronic devices in Arizona beginning January 1, 2012 unless the device is branded and that brand is included in a filed manufacturer recycling plan.

Requires manufacturers to provide free collection, transportation, and recycling services statewide, including at least one collection site in every county and in cities with 50,000+ residents, with convenient drop-off opportunities available regularly.

Establishes the Covered Electronic Devices Fund, supported by manufacturer registration fees and up to $500,000 annually from the recycling fund until July 1, 2014, to fund program implementation and enforcement by the department.

Sunsets the program on July 1, 2021 unless extended, with the department required to report biennially to the legislature beginning December 31, 2013 on program progress and manufacturer compliance.
