Prohibits Class G driver licensees (under 18 years old) from operating a motor vehicle while using a wireless communication device, with exceptions for reporting crimes, emergencies, and communicating with emergency services.

Establishes penalties for violations of the wireless communication device restriction, including extension of existing driving restrictions for at least six months upon first violation.

Maintains existing restrictions on Class G licensees regarding nighttime driving (12:00 a.m. to 5:00 a.m.) and passenger limitations during the first six months of licensure.

Allows Class G licensees to upgrade to a Class D license at age 18, but only after any extended restrictions or suspensions have expired.

All restrictions imposed by the subsections terminate when the licensee turns 18 years old.
