Amends Arizona Revised Statutes sections 28-5808, 28-6991, and 28-6993 to establish a transportation subaccount within the state highway fund.

Redirects $833,333 monthly from vehicle license tax revenues that would go to the state highway fund to the newly created transportation subaccount of the state highway fund.

Authorizes the Department of Transportation director to use up to $10 million annually from the transportation subaccount to apply for federal transportation monies for statewide transportation projects.

Allows any remaining monies in the transportation subaccount at the end of a fiscal year to either rollover to the next year or be deposited into the general state highway fund.
