Amends Arizona Revised Statutes Section 11-144 regarding the resolution of disputes after new counties are formed through election.

Clarifies that the county formation commission has authority to resolve disagreements involving terminating and transferring affairs of affected counties, community college districts, school districts, and special taxing districts.

Establishes that commission opinions and orders have the same legal effect as attorney general opinions with respect to county officers and state officials pending any appeal.

Allows persons aggrieved by a commission determination to appeal to the Arizona Supreme Court, which shall give the appeal priority status.

Requires the county formation commission to complete all work by December 31 of the second year following organization of new counties, after which the commission is terminated.
