Amends Arizona Revised Statutes Section 12-822 regarding service of summons in actions against public entities or public employees.

Clarifies that service of summons in actions against public entities or employees for acts within the scope of employment shall be made pursuant to the Arizona rules of civil procedure.

Maintains existing provision allowing the attorney general to demand a change of venue to Maricopa County in actions against the state, with the demand made at or before answering and served on the opposing party.
