Requires school districts to permanently keep resumes and personnel files for all current and former principals and teachers, including educational background, teaching experience, and academic content subject areas.

Mandates school districts accurately document in employee personnel files the specific reasons why a principal or teacher is no longer employed or was transferred to a different school within the district.

Allows school districts to share with other schools and school districts the documented reasons for a principal or teacher's termination or transfer when requested, while protecting other personally identifiable information like address, salary, and social security number.

Amends state law regarding employment references to clarify that school districts can lawfully provide accurate information about why teachers or principals are no longer employed or were transferred without violating blacklisting prohibitions.

Provides immunity from civil liability for school districts that in good faith provide this employment information to other schools or school districts in compliance with the law.
