Amends Arizona Revised Statutes Section 28-672 to establish a 5-year statute of limitations for prosecuting violations of causing serious physical injury or death by moving violations.

Statute of limitations runs from the actual discovery by the state or political subdivision of the offense, or discovery that should have occurred with reasonable diligence, whichever occurs first.

Maintains existing penalties including mandatory traffic survival school, potential community restitution, and driver's license suspension of up to 90 days for serious injury or 180 days for death.

Restitution awards are capped at $10,000 for violations resulting in serious physical injury.

Violations remain classified as Class 3 misdemeanors, with maximum fine of $1,000 if the violation results in death.
