Amends Section 28-1110 of Arizona Revised Statutes to modify escort vehicle operator requirements for vehicles requiring permits under state law.

Allows escort vehicle operators certified in another state to perform traffic control in Arizona if authorized by rules established by the Department of Transportation, rather than automatically prohibiting such activity.

Maintains existing requirements that escort operators must be at least 18 years old, have a valid driver license, possess a current escort vehicle operator certificate, and complete a minimum of 4 hours of certified traffic control training.

Requires escort vehicle operators performing traffic control to maintain a minimum of $500,000 in commercial liability insurance as prescribed by the Department of Transportation director.

Exempts law enforcement personnel conducting official duties or escorting loads under contract with governmental entities from escort vehicle training and certification requirements.
