Amends Arizona Revised Statutes section 42-18303 regarding the auction and sale of real property held by the state under tax deed.

Adds new subsection E allowing the board of supervisors to sell tax deed property to a county, city, town, or special taxing district for public purposes related to transportation or flood control.

Adds new subsection F permitting sale of tax deed property to owners of contiguous residential property if the property cannot be separately used for residential purposes due to size, configuration, or common area restrictions, and both properties were previously under common ownership or the property is part of a homeowners' association common area.

Requires the board of supervisors to remove property from auction if an offer under the new subsections E or F is pending at the time of sale.

Specifies that the contiguous property sale provisions do not apply when more than one contiguous parcel meets the eligibility requirements.
