Amends section 28-4495 of Arizona Revised Statutes relating to vehicle dealers, automotive recyclers and transporters.

Clarifies that the director may issue a cease and desist order and cancel permits for off-premises exhibitions, off-premises display and sales, or special events when grounds for cancellation exist.

Authorizes the director to suspend the privilege of obtaining off-premises permits for one year if a licensee or exhibitor fails to obtain a required permit for an off-premises exhibition, display and sale, or special event.

Provides that licensees or exhibitors whose off-premises permit privileges are canceled or suspended may request a hearing to challenge the action.

Allows other persons designated by the licensee or exhibitor to be present and testify at the hearing.
