Amends the definition of "groundwater savings facility" to include facilities that use in lieu water for landscape or turf irrigation purposes, without regard to proximity to reclaimed water treatment or distribution infrastructure.

Expands the definition of "in lieu water" to include effluent delivered by a storer to a groundwater savings facility for landscape or turf irrigation purposes.

Allows the director to issue groundwater savings facility permits to applicants using in lieu water for landscape or turf irrigation in addition to the existing permit requirements under section 45-812.01.

Applies these amendments to section 45-802.01 as amended by Laws 2010, chapter 131, section 2, with an effective date of December 31, 2024.
