Creates a new "don't tread on me" special license plate program that requires an entity to donate $32,000 to the Department of Transportation before the plates can be issued.

The entity receiving donations shall design the special plates, subject to Department approval, and the director may allow combinations with personalized plates for additional fees.

Sets the special plate fee at $25 annually, consisting of $8 administration fee and $17 annual donation, with all funds deposited into the state highway fund.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to include the new "don't tread on me" plates in existing special plate provisions and fund allocation requirements.

Authorizes the Department to use state highway fund monies to cover administrative costs of issuing the special plates pursuant to the new section 28-2437.
