Amends section 41-603 of Arizona Revised Statutes to add new duties to the Department of Veterans' Services regarding postsecondary education.

Requires the department to develop and maintain a statewide database of veterans enrolled in postsecondary institutions in cooperation with the Arizona Board of Regents, community college districts, and private postsecondary educational institutions.

Database must track veteran applications for admission, acceptances, progress toward certificates and degrees, withdrawals, sources and amounts of financial assistance, and other relevant information.

Requires compliance with the Family Educational Rights and Privacy Act of 1974 (FERPA); personally identifiable information in the database is confidential and not a public record, with security measures required to protect against breaches and identity theft.

Authorizes the department to collect and maintain this veteran education information to support state oversight of veterans' postsecondary educational pursuits and financial assistance.
