• Requires the Joint Legislative Budget Committee (JLBC) staff to present an annual report to the joint appropriations committees on or before January 31 of each year detailing state general fund obligation rollovers.

• Report must itemize by budget unit the original due date and actual/scheduled payment date for each rollover in the current and next fiscal year.

• Defines "rollover" as an obligation to make a payment in a fiscal year that was due in and deferred from a previous fiscal year.

• Requires the report to be posted on the JLBC website and made available to members of the public upon request.
