Requires the Joint Legislative Budget Committee (JLBC) staff to present an annual report by January 31 to the joint appropriations committees detailing state general fund obligations for sale-leaseback arrangements entered into during fiscal year 2009-2010.

Report must itemize by general fund obligation the amount of annual debt service owed each fiscal year for these sale-leaseback arrangements.

Excludes from the report any information relating to transportation bonds, university bonds, or retirement system obligations that are not paid with state general fund monies.

Requires the report to be posted on the JLBC website and made available to members of the public upon request.
