Amends Arizona Revised Statutes section 9-471 to prohibit cities and towns from engaging in "strip annexation," defined as any annexation extending more than 30 times the width of the annexation area measured from the boundary where the territory joins the municipality.

Replaces the previous three-part contiguity test (300-foot minimum adjoining length, 200-foot minimum width, and maximum depth ratio) with the new strip annexation prohibition standard.

Maintains existing restrictions preventing annexation that completely surrounds unincorporated territory and requiring adopted zoning classifications to match county-permitted densities and uses.

Preserves exceptions for territories surrounded by or bordered on at least three sides by the same city or town, and for county-owned parks annexed with board of supervisors approval.

Retains all other annexation procedures including the 30-day waiting period, public hearing requirements, property owner petition requirements, and court review provisions for challenging annexation validity.
