Amends Arizona Revised Statutes Section 9-471 to add new provisions governing annexation of county-owned parks and parks operated on public lands under county management agreements.

A city or town may annex territory containing a county-owned park or publicly-operated park only if the board of supervisors agrees to the annexation.

If the board of supervisors does not agree, the county-owned or county-operated park must be excluded from the annexation area, regardless of contiguity requirements in subsections H and I.

County-owned or county-operated parks excluded from annexation may be subsequently annexed only with permission of the board of supervisors, notwithstanding other provisions of the annexation statute.

Defines "public lands" for this purpose as lands meeting the definition in Section 37-901, but specifically excludes lands owned by flood control districts.
