Amends Arizona Revised Statutes section 9-471 to allow cities and towns to annex territory completely surrounded by the city or town through resolution, rather than requiring the standard petition and public hearing procedures.

Requires the surrounding city or town to prepare a written plan demonstrating its ability to provide necessary municipal services to the surrounded territory before annexing it by resolution.

Allows county-owned parks or parks operated on public lands by a county to be annexed by a city or town only with the consent of the board of supervisors, even if the park would otherwise meet contiguity requirements.

Permits county-owned parks or parks that are excluded from annexation to be subsequently annexed with permission of the board of supervisors, notwithstanding other contiguity restrictions in the statute.
