Removes the requirement that annexation petitions must be signed by owners of one-half or more in value of real and personal property, retaining only the requirement for signatures from more than one-half of the persons owning property.

Eliminates provisions requiring the county assessor and department of revenue to furnish property appraisal and assessment values to cities and towns proposing annexation, limiting the information to owner names and addresses.

Renumbers and reorganizes existing subsections of A.R.S. § 9-471 throughout the section to accommodate the removal of provisions regarding property value determinations in the annexation process.

Maintains all other existing annexation procedures, requirements, and restrictions including contiguity standards, public hearing notice requirements, petition filing timelines, and infrastructure planning obligations.
