Adds section 12-718 providing civil liability exemption for persons with knowledge and training in liquefied petroleum gas who provide unpaid emergency assistance at the request of peace officers, fire companies, first aid squads, or governmental agencies.

Exemption from liability does not apply to persons who caused the emergency situation or whose willful, wanton, or grossly negligent acts caused damage in response to the emergency.

Amends section 12-982 to extend motor vehicle liability insurance coverage to persons providing emergency assistance involving liquefied petroleum gas storage, handling, transportation, or transmission at the request of governmental agencies or emergency responders.

Maintains existing volunteer immunity protections requiring good faith actions within official functions and excluding willful, wanton, or grossly negligent misconduct.
